One of the oldest and most controversial questions when it comes to managing assets shared by the community is how the use of shared resources can be organised in order to avoid over-exploitation and excessive administrative costs. Ostram firmly argues for the existence of alternative solutions to "privatisation" and for the possibility of creating permanent self-governing institutions.
